GLOBAL PUBLIC POLICIES

The B20 recommendations to the G20, B2

Last month, during the B20 Summit, the most relevant business representatives adopted key recommendations to be delivered to the G20 in order to foster growth & jobs.

OECD Recommendation on Digital Government Strategies, OECD

This report recognises the relevance of technology to support effectiveness of policies and create more open, transparent, innovative, participatory and trustworthy governments. This OECD recommendation supports the development and implementation of digital government strategies for the benefit of society.

The promise of digital entrepreneurs: Creating 10 million youth jobs in the G20 countries, Accenture, G20 Young Entrepreneurs

Report made by Accenture and the G20 Young Entrepreneurs’ Alliance (G20 YEA) on the potential effect of digital entrepreneurs for the future of youth jobs in G20 countries.

Good overview on innovation, digital technologies use and the possibility offered to young entrepreneurs if we are able to shortage the existing barriers. The perspective of 10 million youth jobs in G20 countries should be taken seriously.

Council of Europe report on ‘ICANN’s procedures and policies in the light of human rights, fundamental freedoms and democratic values’

Council of Europe report on ‘ICANN’s procedures and policies in the light of human rights, fundamental freedoms and democratic values’

The Council of Europe issued a report done by Dr Monika Zalnieriute and Thomas Schneider on ‘ICANN’s procedures and policies in the light of human rights, fundamental freedoms and democratic values’. The objective of this report is to make a valuable contribution and debate the issue of Human Rights and Internet Governance. The report was presented during the ICANN 50th meeting in London the past 22-26 June 2014. This report will be debated during the Internet Governance Forum (IGF) in Istanbul from 2-5 September 2014.

“Nouveau role et nouvelle stratégie pour l´Union Européenne dans la Governance Mondiale de l´Internet”, rapport d´information, Sénat, France

For those who wish to practice French, this interesting and very complete report describes the evolution of Internet and its governance in the last years, the challenges and risks of the new world and finally indicates a list of proposals for a possible role for the EU in this area.

AUDIOVISUAL MARKETS

On-Demand Audiovisual Markets in the EU, European Audiovisual Observatory, Council of Europe

The report gives a complete overview, with data & statistics for 2013, about on-demand audiovisual services in all the 28 Member States. Good report to better know the European on-demand audiovisual market and all the business models working in the EU.

Fragmentation of the Single Market for On-line video-on-demand services: point of view of content providers, European Commission

Interesting report gathering interviews with 20 key Video on Demand (VoD) service providers. The study focusses on the relevance of different legal, political, cultural, economic and other factors for the development of a European cross border VoD market and explains the challenges for the adequate development of this market within the EU.

DATA PRIVACY

Data: the new currency, European Voice

Research report delivered by Simon Taylor of Brussels based newspaper European Voice and sponsored by Telefónica on Big Data, trying to answer to a challenging question: how do we ensure the region realizes the full economic and social benefits from ‘big data’ without breaching user privacy?

The report covers the benefits of big data but also the challenges such as privacy, security and human rights.

INNOVATION

Global Innovation Index 2014, Cornell University, INSEAD & WIPO

One more year, the Cornell University, INSEAD, and the World Intellectual Property Organization (WIPO) co-publish the GII (Global Innovation Index) Report. This report ranks the world economies ‘innovation capacities and their outcomes, but also includes interesting indicators on how to measure innovation. This year Switzerland, UK and Sweden are at the top of the list.

Review of Innovation Policy: France, OECD

Good overview of the innovation policy implemented in France and the existing barriers slowing down innovation in this country. OECD issues some recommendations to improve the current situation such as completing partly implemented structural changes to enable more excellence-based financing, better evaluation of public research and closer coordination between industry and the public sector. A stronger role should also be given to Universities alongside the country’s powerful public research organizations.

EU REGULATORY MARKET

The telecommunications market and regulation in the EU, European Commission

The European Commission has published its annual report (its nº 18th) on the telecommunications market and regulation in the EU, covering 2012 – 2013. Main outcomes: decline of revenues but investments growing, clear increase of VoIP services, growth of data traffic, etc..

For those who wish to know the regulatory developments in each of the EU Member State, 28 chapters available, one for each national market!
